My Mac is a bit chatty when I leave it alone. It says 'authentication application' a couple of times for no seeming reason. I do not have screen lock on or anything like that. My desired behaviour is for it to remain silent when I'm not using it, you know, like any sighted user would expect.
suggestions of turning VoiceOver off when I'm away from the computer will not be appreciated.
On a MacBook Pro 14 running the latest OS.

I share your pain having also been experiencing this regularly over the past many months.
My guess is that it's somehow related to that stupid “AppName not responding” issue.
I. Did find that increasing the time interval for putting the display to sleep did appear to reduce the frequency of this behaviour.
Not What You Want to Hear, but
You could always mute system audio, turning up the volume to unmute it again.
Occasionally it will also descend into a death spiral of saying "Authentication is not responding" repeatedly until you press enough keys to get it to shut up.
I dunno what triggers it, but I suspect it has something to do with Bluetooth devices. All I know is that it's among the many silly bugs that has no right being there.

I don't have any bluetooth devices connected though I also don't get the death spiral thing so it may well be the issue.
I'm, in fact, going to wait for the public beta of Ventura, check it out on there and get reporting if it remains. This seems like it could be a good opportunity to get such silly bugs squashed.
fortunately I work from home but could imagine this being a problem in an office environment if the user leaves the desk and breaks bluetooth connections. Voiceover simply should not speak when we are not interacting with our devices, this goes for notifications coming in on iPhone. Something else I've banged on about...

what you are encountering is, as you well noticed, just the screen saver kicking in.
In my opinion, VoiceOver can't and shouldn't completely stay silent. You need to know when the screen saver kicks in, because when it is on, the first key you press won't do anything but will instead just turn it off and wake your Mac back up.
On the other hand, the behavior where VoiceOver keeps repeating authentication not responding and system dialog until you wake it back up, and then let it go to sleep hoping it won't happen again is definitely a bug, and a very annoying one too.
I have noticed that it started in Monterey, however it seems to be much less frequent on the latest version, still occasionally happens though.

As the title states, it's a bug. I've reported it in the past. When it will be fixed is anybody's guess. Keep an ear out for when it goes into an infinite loop immediately after
