I got a mac mini for Christmas, and love it, and I've actually had the issue I'm about to describe since then, but I can't find a solution anywhere else. Ok, so this is what happens, I go to audible.com, and voiceover uses Tom, which is my default voice, but when I browse books by heading, it autoswitches to the Alex voice, which compared to Tom seems to be really quiet through the mac mini speakers, although it's the same volume. Plus, it's just really annoying, not to mention weird having my voices switch without warning. How can I STOP this and have audible.com be read by my default voice, whether it be Tom, siri, or whomever? My voiceover activities are turned off, there are none in there, so safari isn't using a different voice. The only site I've found that exhibits this behavior is audible, I just want voice continuity! :)

This is odd behaviour. Okay, first thing I'd check is do a VO shift command and arrow right until you get to voice. Here it should be set on the voice you want and not 'Automatically select based on language". This was an issue I had when some sights that contained other languages caused the voice to switch.
The odd thing here is, though, Tom and Alex are both American English so seems odd behaviour.
Try that and get back to us.
The next thing I would suggest is looking in verbosity and in advanced at headings, and see if there is anything set as custom in there.
Finally, I'd suggest making a backup of your VoiceOver archive and then doing a full reset of voiceover's settings. It's a pain, but it might eliminate the problem, though will obviously also remove all your settings.

You can also try creating an activity for that app and see if the behavior continues.
