Description
The "Drop" actions in Control Center's "edit controls" interface do nothing when selected, with controls remaining in their original locations despite VoiceOver reporting "drop complete."

Steps to reproduce
Focus on a control in control Center and select the "Edit controls" rotor action. Then focus on a control, (it can be anything) select the "drag" rotor action, focus on another location on the screen, and then select the "drop" rotor action.
