On the iPad, it is not possible to move apps to the dock using drag and drop options in the VoiceOver rotor actions menu.
If you have selected Drag on an app, when you move focus to the dock, there is no Drop option in the menu.

Enable VoiceOver.
Go to the Home Screen on the iPad.
Focus on an app on the main part of the home screen.
Swipe up or down to Edit Mode, and double tap to select.
Swipe up or down to find the Drag option, and double tap to select.
Focus on an app in the dock.
Swipe up or down to search for the Drop Before or Drop After options.
These options are not present.
Enter Edit mode as standard.
Place your finger on the app you want to move, then double-tap and hold until you hear a sound.
Keep your finger on the screen and slide it down to the dock. Release your finger when the app is in place.
