From time to time, When editing a typed note or email using a braille display, information about the text field will randomly display and cause VoiceOver to wrongly show the cursor at the top of the document

Description

This bug has been downgraded to "minor", as it happens less frequenlty from iOS 14.7 onward.

Steps to reproduce

1. Type a multi-line note.
2. Jump to the top of the note and make an edit somewhere in the note. Be sure to use a cursor routing button or the rotor to get to the exact place you want.
3. Make a change to the note.
4. Begin panning forward. Some times, I then get a pop up message saying "Multi-line text field is editing". I'm then shown that my cursor is at the top of the document, even though if I hit backspace, it will perform the backspace where the cursor is actually located.
