Description
The app library screen is divided into sections such as Productivity, Utilities etc. You can no longer quickly move between these sections using the VoiceOver containers navigation.

Steps to reproduce
Enable VoiceOver.
Ensure you have Containers in your rotor or have a gesture assigned to navigate by container.
Go to the App Library screen.
Attempt to navigate by container. It does not work.
