Enable VoiceOver.
Navigate the device, for example spending a period of time in a particular app.
VoiceOver will on occasion stop speaking, and only provide sounds and haptic feedback.
Leave it for approximately 30 seconds.
Speech returns.
It appears the issue may be more prevalent when connected to AirPods, but it has been experienced without them too.
