When focused on a contact or phone number in the Recents tab of the Phone app, selecting the Call option in the VoiceOver actions rotor has no effect

In the Recents tab of the Phone app, there are rotor actions available on each entry in the list.
If you swipe up or down to Call, and double tap to select, nothing happens.
You can though make a call by simply double tapping on the default Activate option. New users in particular may find this causes confusion.
