Description
Whenever a VoiceOver announcement arrives on a braille display, it will appear on the display in uncontracted braille; even if contracted braille is enabled.

Steps to reproduce
When VoiceOver announcements come in, whether you are changing the rotor or it is something else, shortly after restarting the device, all announcements will appear in uncontracted braille. Restarting the device seems to fix this bug temporarily.
