Non-purposeful "Spacer" dimmed button in Passwords preferences

In System Preferences > Passwords and Safari > Preferences > Passwords, there is a dimmed button labeled "Spacer." As this button does not seem to serve any functional purpose, it should not be visible to VoiceOver.
