Enable VoiceOver, then switch to Mail. Hit vo-shift-m on a message, and arrow down through the resulting menu. At the 'flag' item, VoiceOver gets stuck as Mail goes "busy" for a few seconds. You must wait this out before you can continue doing anything in Mail.
