Just Curious ...

I'm just wondering why you'd want to disable the rotor? For me, the rotor gives some very powerful navigation options, and without them, navigation would be extremely clunky and slow. Not trying to be critical, I'm just honestly curious.

worth taking the time to figure out

In settings, general, accessibility, voice over, rotar, then double tap on the items you want to select or unselect. Unselecting it removes it from the rotar. As already noted by others the rotar is worth taking the time to figure out how to use.
