How do developers add support for spoken subtitles in their apps?

Hello,

I want to ask some app developpers to add support for spoken subtitles in there apps. since IOS 11 it is possible and it also works in Netflix and Youtube..... Where do app developpers find information to add this functinality?
Is there a direct link to the developpers support page of apple with this information that I can give?

I wish VLC had it, then we could probably get a few volunteers to start doing descriptive subtitles.

This feature could have so much potential if used properly, not just to watch content in other languages.
