Why doesn’t Apple list in the App Store all of the apps that work with VoiceOver?

Why in the apple store in the united kingdom does apple not have a section that lists all the apps that work with voice over on iphone and ipad and other devices. It would be helpful to blind and visually impaired people if they did

I would assume that it isbecause there are so many developers and so many apps that are changing all the time, and apple doesn't have control over accessibility of non-apple-native apps. It would be next to impossible to do this given all the variables.
