Focus jumping to the toolbar in Safari

I'm on the Beta of 13.2 where the D and T sound the same but that's another topic. I'll be reading a webpage then suddenly without any warning, focus jumps to the toolbar. If I tab, I can usually pick up where I left off. Is anyone else having this? This was in the final release of 13.1 but there's no rhyme or reason why this just suddenly does it. It just almost went into the forum value selection just now. If I bumped the trackpad, ok but the random jumping when I'm not even touching anything but the modifier is infuriating.
