Ok guys just updated to iOS 18.6 beta 4 and since then have had 5 notifications. All of them have been read out fully on the locked screen without the phone locking halfway through. Hopefully, this means the issue has been fixed for locked screen notifications.

Share Your Bug Reports with AppleVis

It was much worse than that
Just to clarify what this bug actually was, it wasn't strictly related to the lock screen. Essentially, even while voiceover was actively doing something, the phone would still lock, whether you were reading a news article or simply moving between elements on screen. The phone would lock in relation to your autolock setting, unless you, say, changed your screen in some way, be it by going back in settings or to a new page on a website in Safari.
But... I'm glad it's fixed.
The issue has not been resolved for me

At least from my experience, the issue with notification announcements still persists for me. I'm using an iPhone 13 Pro, and the system has been updated to iOS 18.6 beta 4. If all goes as expected, the official release of 18.6 should be out next week. I think we should revisit this issue then.
