Is this a system wide issue with Mac or voice over?

Hi all. Using 13.2 I think, beta three. I was just now reading an email before sending to make valid points when something strange happened. I paused speech with control, then as I navigated there was absolutely no vocal response for about five or ten seconds. I just started noticing this a few minutes ago and thought, may as well submit feedback best I can. As i was in the midst of selecting the areas and creating a descriptive title, this behavior happened again. voice over just seemed to freeze for a few seconds. Has anyone seen this behavior anywhere else? I didn't submit the feedback because I am not sure where this will happen again. I'd be interested to know if anyone else using a beta has seen this. Let me know. Oh using a 13in MBP m1

I've also noticed and reported this bug in the 13.3 beta, where pressing the Control key to resume speech causes VoiceOver to start speaking at a position further in the text than where it was paused. I haven't installed the new beta seeded today, so can't comment on whether or not it's been fixed.

Each system has advantages and disadvantages. But it is true, the last time I’m not satisfied with accessibility macOS.
The curent issues of me:
1. Safari doesn’t reacted according to VoiceOver on the several pages. This mistake appears sometimes only, it is very difficuld to capture that.
2. Jumping cursor when editing text betveen areas in Pages. Very unpleasant.
The screenreaders for Microsoft Windows NVDA or Jaws are better works than VoiceOver for macOS. It is sad the curent time.
