Considering apple has removed the head phone to lightening adapter from the box of all new modeled iPhones I am going to say this is never going to happen. If they don't include an accessory that costs less than 10 bucks there is no way they would throw in Air Pods.
If Apple includes headphones with the new iPads, it will most likely be the usual lightning EarPods. They might announce the new wireless charging AirPods at the upcoming iPad event on the 30th though.

This is Apple nothing will be thrown in as a bonus or just because. Like a poster above said they can't even include a $8 headphone adapter.
