My dad is thinking about getting one of the new 2 Tb iPhones so he can put a bunch of music on it. What's out there in the way of accessible MP3 player apps with a multi-band equalizer we can use? Failing that, is there any such thing as an equalizer app which will change the sound of whatever app is playing music? Thanks.

EQ-ing often left to the output device
EQ-ing is often left to the output device. Some bluetooth headphones come with companion apps which have some sort of tone controls or multi-band equalizers, for example:
Apple's own AirPods will get controls to adjust lows, mids and highs with the upcoming iOS 27, according to this article from Apple Insider.
The companion app for Bose QuietComfort headphones also has controls to adjust lows, mids and highs.
The Sennheiser Smart Control app comes with a 5-band equalizer for their Momentum series headphones.
Some Bluetooth digital-analog converters by Fiio have a multi-band equalizer (whereas Fiio USB-C audio dongles apparently don't have one, at least not on iOS)
I don't own any of the above and therefore can't say anything about accessibility or how well they work. My own Sennheiser PXC-550 II headphones use the Smart Control app but lack the EQ feature.
The good thing about the EQ being part of the output device is that it likely works with your favourite audio player app.
