When I recently had to exchange my iPhone, I discovered that instead of the dozens of apps transferring into the folders I created, they become loosely scattered across multiple screens. I am aware of how to drag apps into folders using VoiceOver on the touch screen, but I was also wondering if there was an accessible way to do this using iTunes either on the Mac or in Windows. Seems like this would make the process faster and more efficient" Thoughts?

Do you have a recent backup
Do you have a recent backup of your phone stored on your computer? If so, you can restore the phone from that backup and it should restore your home screen and folder layouts.
This Can be Done with iTunes But...
I have been trying to use iTunes to do the very same thing because I cannot manage icons on the bottom row <sigh>. I actually got into the Apps section and even looked around in the scroll area under the Apps playlist selection and saw the various screens and folders in the iPhone. But the experience was anything but VO friendly. I was unable to successfully select the correct icons to manage so ended up having to give this up for now. I don't think this part of iTunes 12 is very VO friendly at all. You have to interact several times down into these grids and tables to find things and then you have to hit VO-space to get unlabeled items to become identified.
I can only say right now, "What a mess."
