GPS application for walking directions

Is there an iOS application that is accessible that can be used for walking directions where the maps can be stored on the iPhone? The reason for this question is as follows, in all seriousness I would like to find an application that can be used where I am not using any data at all.

This has downloaded maps. How well it works while using offline maps only may vary depending on your area.

not as good as nearby explorer but its free

google maps lets you download a map for each county. Under menu in google maps, go to offline maps.
