Hate to be the bringer of bad news, as they say, but I think the only way you can turn off the restrictions option is completely resetting your phone if you've forgotten your passcode.
I am sorry to say this but you will probably have to reset your phone, wich you cannot do yourself, seeing that you are restricted, so I think you have to go to some tech support.
I think you need to go to a helpdesk or tech support to be able to get your phone reset. The restrictions probably prevents reset.
I can tell you though. Go to settings. Find general. Browse almost to the bottom and find reset or restore or whatever. double tap there. Browse to where it says something like erase all data and content or something similar. Double tap that and it will ask you if you want to reset the entire phone. Just press yes or okay or whatever.
I doubt you will be able to do this though because you are restricted on your phone and this is probably restricted too.
Please note that if you erase your phone all of the apps, music and other stuff will go away. A backup isn't very helpful because you won't be able to restore to it.
