Nothing is known now

As far as I know, nothing whatsoever is known by the public about iOS version 8. That will change on June 2, when Apple announces it. At that time, the first beta version will be made available to authorized beta testers, and those testers will be under a nondisclosure agreement, so won't be able to legally share any info about it. It will most likely be released to the public sometime in September or October.

Noone knows yet, but

Noone knows anything yet, so this is only speculations.
But it's most likely gonna work with the iPhone 5.
I'm not sure about 4s, but 5 is not that old. But again, noone knows.
I'm sure, though, that it will work with 5s and 6, or whatever the new iPhone is called.
As far as new features go, we'll just have to wait and see.
Developers will know when the betas are released, and everyone else will know by this fall, if we follow Apples usual way of doing these things.
But I'm sure we'll get more information about what devices iOS 8 is gonna work with, when it will be released and so on, at wwdc on june 2nd.

What We Know

Hello Jason,

It is widely expected that iOS 8 will be *announced* at WWDC on June 2. Apple will likely give a limited demonstration of the software, and it will likely then enter into a Non-Disclosure Agreement (NDA)-sealed beta. Given that the iPhone 4S is still being sold in stores, I expect that Apple will make iOS 8 available to the iPhone 4S and newer.

While I fully expect that Apple will make improvements to VoiceOver in iOS 8, if past experience is any indicator, they will likely not be showcased at WWDC...and will thus be considered Apple confidential information under the NDA.
