Hi all,
So I've been experiencing this ever since iOS 17, whereby I would not get a push banner notifications while my phone is unlocked; instead the notifications get sent directly to the notification center. But while it is locked I received push notifications on the lock screen just fine.
I made sure that any of the focus modes are off, and I made sure that banner notifications are enabled.
Currently the only way to fix it is to restart my phone, and even so it only fixes the issue temporary. Any idea on how to fix this issue once and for all? I hate having to restart my phone constantly just to get the push banner notifications working again.

persistent VS temporary
Hi,
Have you tried changing your notification settings to 'persistent'? Notifications won't go away and you have to dismiss them when you're doing activities, and they'll stay on the lock screen. You have to clear each notification manually. I think you have to do this per app basis. This might not be the issue, but it's worth a look.
Nope but temporary setting worked before
Nope I've not tried that but temporary banners worked for me, up to and including iOS 16. This issue of banners not appearing when unlocked has been there since iOS 17 and I don't know how to permanently fix it apart from constantly restarting my phone.
VoiceOver Notification Verbosity Settings
Hi Nut,
This totally may not be the issue, but have you checked VoiceOver's notification verbosity settings to be sure they are set the way you want them to be? Go to Settings> Accessibility> VoiceOver> Verbosity> System Notifications. Under the 'Banner Notifications' heading, there are three options that you can select or de-select based on your preferences: 'Speak', 'Play Haptic', and 'Braille'. (There is also an option to 'Do Nothing', which I would assume turns every other option off.) I currently have all of these selected/enabled. I would also double check the next option further down in this list to be sure the speaking of notifications isn't impacted by the status of your Ring/Mute switch (or Silent Mode toggle on something later than an iPhone 15 Pro).
I don't think it's a VO issue
From my experience I don't think it's a VO issue, since it seems that banner notifications do not appear visually even with VO turned off.
Inside notifications
For the notifications you are, not, getting on your screen when the iPhone is unlocked, you will need to go into each of those notifications and make sure, "Allow as Banner", is checked.
For example, I am an ebay user, so my ebay notifications have the following items checked under the "Alerts" heading:
Selected, Allow on Lockscreen.
Selected, Allow in Notification Center.
Selected, Allow as Banner. This last one has to do with your screen anytime it is not locked and not actively displaying the notification center.

Oh! One more thing ...
Within Settings, Notifications, you will want to make sure, "Show Previews", is set to always. I am fairly certain this allows VO to read them aloud.

I just checked
I just went into the settings to check and yep, all the 3 items you've listed are selected, for pretty much all the apps.
I don't know what could cause banners to suddenly fail to show up, even though I'm quite sure I enabled every setting to make the banners visually show up on my screen. It's been bothering me since like iOS 17 or something.
Oh, and I also made sure that any focus modes I have were disabled.
One more thing to try…
One more thing to try. Double tap, or triple tap, your screen with all four fingers, and that should open the quick settings menu. Navigate through that until you find system notifications. Make sure that is set to "on".
Tip: you may have to go to settings, accessibility, VoiceOver, commands, touch, to learn the correct gesture. For me, it's a double tap with four fingers, but I cannot remember if that's by default, or if I added that myself. Lol

I can see the notifications toggle in the quick settings, but I believe that has something to do with VoiceOver announcing notifications, not controlling whether banner notifications appear on the screen when the phone is unlocked...

If that is turned off, you likely will not be getting any notifications on your phone when the phone is unlocked. At least not through VoiceOver. I would recommend you turning that on, rebooting your iPhone, and try sending yourself a text, to see if you get a notification on screen when your phone is unlocked.
Just a recommendation, of course.
If nothing works
Reset your settings. Your data won't be erased. However, password, face or touch id, and the like have to be setup again.
Quick settings notifications
So I just tried turning on notifications from quick settings and restarted my phone, and I'm getting notifications on screen when unlocked. But from my observations the problem often resolves itself temporarily once I restarted my phone and eventually it will come back; will have to see if this time the problem will come back again.

Update on banner notifications

So after trialing with having system notifications on in quick settings, the problem doesn't seem to disappear because this morning (Thailand time) I tried running a test shortcut that specifically sends out a push notification and the banner did not show on screen until I restarted my phone.
The thing is, this issue appeared to be kind of random; it is hard to try and specifically reproduce the issue. This has been bothering me since iOS 17.
I wonder whether this could be related to do not disturb/focus modes? Because I normally turn on do not disturb while sleeping at night, and then turn i9t off in the morning. But I made sure every time to turn it off though.

It could be related to Do Not Disturb. I guess you could double-check settings > Focus and see if you have any DnD enabled when Notifications are not working.

At the time that my banner notifications are not appearing, I'm quite sure do not disturb is turned off, at least I always ask Siri to turn it off every morning when I woke up.
I might try not turning on do not disturb and see if the issue will resurface.
Update do not disturb
So an update, I tried not turning on do not disturb while sleeping and still the same problem of banner notifications not showing up on the screen when my phone is unlocked reappears this morning.
I'm pretty much out of ideas now how to make this problem go away for good; searching on Google didn't seem to turn up anything good or useful.
Can you go to an apple shop/store?
Perhaps they can help you or suggest something.

This has to be one of the more bizarre bugs I have ever heard of. I am guessing you have already tried the reset settings option? Not a full factory reset, mind you, but just a reset of settings?

Reset settings
Will resetting my settings affect my apps in any way? E.G banking apps, chat apps, etc.
Also will I lose any of my stored passwords and stuff?
If you're just resetting…
If you're just resetting settings, and not factory resetting, you shouldn't lose your app placement on your home screen, you should not lose passcodes/passwords, all your banking apps, etc., should work fine. You, might, have to redo Face ID, and adjust Certain settings for other applications, but overall it's a lot better than doing a full factory reset.
Yep, Known Issue
This thread was painful to read because yes, I have the exact same issue and no, sad to say, I never found any kind of satisfactory solution, beyond going into Notification Centre from time to time and just making sure you've not missed anything important while you've been unlocked. And yes, this began well into the iOS 17 cycle and was never fixed.
Maybe I'll do the reset thing, some day. When I can be properly bothered. Which, right now, I simply can't. Upgrading is a big enough task as it is with all of Apple's recent changes, it's already taken long enough to clear that hump. So I just put up with it, for now. Sorry I can't help!

Hi,
Do you still get either sounds and or haptic feedback to tell you a notification has arrived? If so you can tap on the top corner of the screen and it will show you the notification. From there you can swipe up or down to dismiss it. I say top left but I think it is any top or bottom corner edge.
No, No Indication
No, there's no indication at all of a new notification while the device is unlocked. While locked, or while viewing notification centre, they appear in realtime (so it's not a network issue). But while unlocked, DND might as well be on (it isn't, of course).
Resetting
@Sebby if you managed to reset your phone's settings, do post here whether the problem goes away for good...so that I know whether I should try that route or not. The last thing I want is to reset my phone's settings, only to find out that I've pretty much wasted my time for nothing...
