Ipad voice Over ios13 scrolling issues

Hi all
Is anyone else having scrolling issues on an ipad with ios13. Issue is on my ipad Air3 with apps such as Spotify or YouTube when trying to scroll up or down with tap tap hold drag. Sometimes scroll works smoothly but sometimes scroll moves only one line or even tries to do a drag and drop. It seems to depend on finger pressure but is very hard to replicate. I suspect it is some unwanted interaction with VO and so called “haptic Touch”. Turning off VO and scrolling is normal with a one finger up and down. I canot find any way to turn off haptic touch. I have reported to Apple but no fix.
