Language Rotor Option Won’t Move When Dragged

Hi
I’m trying to move the Language option in my VoiceOver Rotor and it won’t move! I’s dimmed - I have two rotor languages set.
Does anyone know why this would be? And preferably how to unstick the darn thing so I can move it to the rest of my reorganised speech settings. I’m dabbling in language learning so having easy access to speech rate, language and braille table options are needed.
Sorry if this has come up before.
Any help gratefully received.

This is really weird, but it seems like that option won't reorder in the usual way. What seems to work is, go to the language option in the rotor and instead of trying to drag it, make sure you're on the actions part of your rotor and swipe up or down. You should hear an option that says move up or move down. That seems to work. Just keep finding it and moving it until it's where you want it.
