looking for an app to get files between iOS device and pc

Is there an accessible app for not only using my iPhone to look at files stored on my pc at home when I am out and about, but also store a file for offline access if I want to? Kind of like the dropbox app where you can view everything in your dropbox, but only the stuff you put in your favorites is stored locally on the iPhone, but instead of dropbox, the files are stored on the pc? Thank you.

File Browser may do the job for you. It keeps a local space on your iOS device to store files, allows other apps to move files into its space, integrates with Dropbox and other sharing services. It also supports Windows file sharing over your local area network That is, any computer (regardless of operating system) that supports the SMB protocol can be used in this manner. I really like the app.
