I believe the voice control command to do this is "VoiceOver select previous rotor option", but you can check it in the |accessibility" subsection of the commands in settings for voice control.
One thing I've done with these fairly long commands is record new ones with Voice Control, so I don't have to say the super long command every time I need to, say, select next or previous rotor option.
