I use an iPhone 8 with VoiceOver. I haven't yet upgraded to iOS 13 as I have read about the various bugs contained within the software (thank you AppleVis) so as a result I am still using the latest version of iOS 12. However, in the last couple of days I have noticed some major accessibility bugs with certain apps. For example, I am currently unable to vote in polls using the Twitter for iPhone app or 'like' tweets when the tweet is open. Furthermore, I have also noticed that I cannot navigate through the 'browse all' section in the 'search' area of Spotify – VoiceOver just navigates to the playback controls.
Does anyone know if upgrading to iOS 13 will resolve these issues (obviously apps are now being updated to work with iOS 13, not iOS 12) or should I still hold off because of the bugs that are present in iOS 13? Is it worth me waiting for the release of iOS 13.3?
I don't particularly want to upgrade my phone as I bought it upfront only 18 months ago so I feel that now is too soon to go out and buy a new phone. If anyone could give me advice on whether it is worth updating an iPhone 8 to iOS 13, that would be much appreciated but advice from anyone regardless of which model they use would also be helpful.

You're probably better off not upgrading for now. You're going to see more bugs, not fewer, so unless there's something that's a complete showstopper for you and you want to roll the dice on `13 fixing it (unlikely), I'd just stay where you are. I can't stress enough how buggy 13 is, it's unbelievable. If I could push a button and roll back to 12 now I would in a heartbeat.

Wait. Those who say is not that bad are not dealing with bugs. See what happens with unlucky iOS 13.3 when it comes out. Maybe apple will fix the bugs with VO that affect your iPhone.
My experience
I have an iPhone 8 and upgraded to iOS 13.2 shortly after it was released. The only bug I've encountered is the one where Siri and Voiceover sometimes talk at the same time. It's a bit annoying, but it doesn't happen all the time, not often really, and a second attempt usually works, so it's not a show stopper.
I don't regret upgrading. Getting the feature where I can define my own gestures is worth putting up with the above mentioned bug. I find the rotor gesture somewhat awkward, so the ability to redefine those gestures makes the bug tolerable.
However, I agree with other's comments that I doubt upgrading will fix your app problems, although I'm not certain about that. When it comes to problems with apps, I'd suggest first unloading the app from the task switcher and restarting your phone. If that doesn't solve the problem, try uninstalling and reinstalling the app. You might also do a little research to see if there are other reports of the problem you are having. It may just be a bug in the app.

That person who just stated that people love to complain is mistaking. I am using nice words to avoid something else. If you do not want the headaches do not do so. He is not going to fix your bugs if you get them and more likely he will say "I do not have that problem, call apple". Wait and see what people said. Even when unlucky iOS 13 came out, the people from the web page were unhappy.

I personally upgraded. I don't dismiss people who have bugs, in fact i have one that when i'm reading with the daily mail app it crashes and voice over stops responding for a bit. annoying yes, but I get by. I can only speak for part of your question. i don't use spotify but I do use twitter. i don't have any issues liking tweets. I haven't checked out the polls yet. You certainly don't need a new phone that's for sure. If you decide to upgrade an have bugs, then that's just software. It's not any of this unlucky IOS13 junk that someone likes to say. Another feature I enjoy is the haptic responses when you use the keyboard and do other gestures around your home screen and apps. Asking for advice on here or anywhere is like asking anyone anything in real life. Some people like it, others will steer you away from it. Whatever you do, i wish you luck. Oh, you can customize Voice over so it doesn't play all the clicky sounds that you can turn off if you want. Oh and the haptic, I like but if you don't you can turn that off in settings. One last thing, have you updated your apps? i'm sure you thought of that, I thought I'd ask though.
Are updated apps not working as well in iOS 12?
I reset my phone a few days ago and forgot to turn off automatic app updates. Now I still have iOS 12.4 but have all the latest App updates. I didn't want that but I can't roll back. So now I'm wondering if I should just go ahead and update to 13. I suppose I could just reset my phone again and use the last manual back up I did on my PC. That's if I can remember my back up password
I'm just afraid I'm going to be really frustrated with the way some of the built-in apps like Mail work now
It's not just bugs. It's also that built-in apps like Music and Mail and such work slightly differently and May be harder to get used to.
Oh yes. I am whining and complaining. Why? Because: all the bugs and all the changes and all the loss of functionality are very frustrating and hard to work with when you depend on your devices. We have a right to complain. AppleVis gives us a chance to complain. So I'm complaining. Thank you. I would complain to Apple but they don't seem to listen. I suppose I should join more Apple run forums if they exist. Get on the beta testing Group, Instead of complaining.
Battery drain
If you are a screen curtain user, note that screen curtain is back to not working very reliably and the screen with screen curtain on can be pretty bright. This might be due to an interaction with smart invertt. One possible reason why the battery could be draining faster for you, I'm sure there are others.
I vote with the no people
I upgraded to 13.2 and hate it if I could go back to 12 I would in a heartbeat. I was so frustrated that the other day I was complaining to my wife that if I hadn't bought the iPhone XR in May I would go buy an android phone right now. My iPad is running 12 and is so much smoother.
PS I have experienced almost every bug mentioned in this thread as well as VoiceOver not saying words correctly or spelling many words instead of saying them.
