I bought a new phone and love it. It is an iPhone SE 2020.
Sometimes, I don't know why, it does a swishing noice. What is that? Oh and love the VoiceOver haptics.
You can customize the sounds you want to hear from VoiceOVer if you have upgraded to IOS 14.2 go to settings/ accessibility/ VoiceOver and there you will find a option called audio under which you will find a button that says Sounds and Haptics. Here if you have turned or kept Sounds On; you can below choose which actions will give you the sound feedback.
I too have got the new SE 2020 in white and loving it. However, I got to know that the apple logo on the white phone is Silver in color. Thought it to be black, that would have been cool. On the black phone a silver would be stunning and on the product red a white logo would be a good contrast!

It sounds like you have reachibility mode on.
if you lightly tap the home button twice it triggers.
To turn it off, go to settings, accessibility, touch, and turn reachibility off from there.
