Using phone keyboard to select menu items

I am running iOS 13.6.

Today I called a phone number with an automated response system. When I took the phone away from my ear to hear the menu items that were presented, the audio call started using the speaker (as expected) but VoiceOver was still very, very quiet as if I had the phone near my ear. Thus it was impossible to hear VoiceOver speaking the digits over the menu items being announced as I moved my finger around and/or flicked left and right to find the digit I wanted to activate on the phone's keypad.

Has anyone else run into this issue and/or found a way of overcoming this? I found it impossible to enter my selections on the keypad of the phone's UI using VoiceOver.

I think that's happened a few times to me. More often the phone gets stuck in speaker mode and blasts my ear. It's also embarrassing because there's no way to switch it off and it takes several clicks to turn it down.
My solution is to use earphones when I make a call out in public. That's never let me down.
I'm also looking into raised guides for the phone keypad, like a screen protector, to make punching in numbers easier.
