Someone I know has court and the documents on the website are in PDF.aspx format. VoiceOver doesn’t read this format and image explorer only reads a little bit. Is there a way VoiceOver can read this type of format?

ASPX isn't a file format as such
ASPX is a file extension for Microsoft active server pages, which is a scripting language for writing webpages.
Without seeing the page, I am guessing that this website has some kind of PDF viewer embedded in the page. It's possible that this viewer is not accessible, or it is possible that the underlying PDF file is not accessible, maybe with images instead of the actual text.
Ideally, the site would make the files available for download, which may or may not help.
Use voice dream reader if you can download the file
I would highly recommend using voice dream reader, but however, the app it self cost $15.99, if you have it already, you can use that app to perform OCR on it. Before buying the app, make sure that the website includes an option to download the file first, if the file can be downloaded, there are two ways to save the file, you can hit the share button or the page settings button depending on if there was a pop-up asking you to download it, once the file is downloaded, open the file, hit share, double click on more, and choose the voice dream reader
