VoiceOver Focus and Safari on the iPad

I am experiencing focus issues with VoiceOver and Safari on the iPad mini when using Safari in landscape orientation. It seems to behave better in portrait orientation. By this I mean the VoiceOver focus does not seem to jump around randomly as much. Have others experienced this? Or is there something I am doing wrong, e.g., safari uses a different view, like the Mail app does?

VoiceOver Focus, Safari, and Landscape mode

We have found the same problem with landscape mode in Safari with Voiceover as:
http://www.applevis.com/forum/ios-ios-app-discussion/voiceover-focus-and-safari-ipad (2013)

The problem occurs most often in our web app on our pop-up dialog boxes that have a 'max-width:' CSS setting. There are still focus problems, but fewer, after removing the setting on those pages.
It happens on iPad & iPad pro & iPad mini, iOS 9 & iOS 10 beta.
