Hi, I had to reset everything. Now voiceover says screen locked. It didn't do this before. It just played the lock sound. What do I change? Thanks for the help.
Back before iOS 10, Voiceover would always say screen locked.
One can still hear the message by turning off sound effects for voiceover.
If all sounds are off you will still hear this message. Check to see if your VoiceOver sounds are turned off in the rotor.

Most people use VO with sounds, but I've seen this, even on iOS 10.
one other question
is there a way to turn off the boundary sound off when you reach the top or bottom of something? Just curious?
Yes, there is.
Open settings>Accessability>VoiceOver
Find Audio, then under sounds and haptics, you can turn on and off any sound.
I'm not seeing sounds under audio
