Make Windows 7 Install USB on Mojave

The USB is not seen as a booting device when I tried to burn ISO to USB using Disk Utility app on Mojave. Any other suggestions available?

Thanks for the suggestion. The WintoUSB option seems running Windows directly from an USB drive. But I want to use the disk to install Windows.

Another alternative would be to create a vertual machine and create the installer from there
