Below is the text of a message I just sent to Apple Accessibility. The fix was easy, but I shouldn't have needed sighted help to know about the problem.
If anyone here knows how to get the message to read, I'd appreciate knowing it.
Over the past few weeks I had been unable to close Pages without a force quit. This happened again last evening and my sighted wife was standing nearby.
I asked her if a message appeared when I tried the standard quit. She said no, but there's a message saying that there's an update for Pages available. No matter what I tried, I couldn't get Voiceover to read the update message. When I exited Voiceover and she closed the message, I was able to simply close Pages with the standard com-Q keystroke.
I am wondering if I have a means of seeing this message or if Apple is considering a fix for this bug in Voiceover.
Once I updated Pages, the problem is obviously gone.
Thanks for considering this issue.

VO Application and window choosers
Hi,
You may have probably already tried this, but did you access the various window and application choosers available with vo-f1 and f2?
I have not seen the bug you mentioned, and these keystrokes have been invaluable in tracking down stray windows of this sort in the past. If you have already done these and didn't see them, I apologize.
You could have used vo f2
You could have used vo f2 twice. to read any system dialogues taht could have appeared. I do this, also go to yoru notifications center. This is not an accessibility issue.
