I am assuming that you don't use Time Machine, correct?
Do you have any of your folders on the Mac sync with iCloud? Such as your desktop or documents folder? If so, was the deleted file in one of these folders? If so, you can restore deleted files via the iCloud web interface.
If the answer to both of the above was “no”, then I fear that your only option is going to be a file recovery application. If the file has only recently been deleted and you have a lot of spare disk space, then there's a good possibility that the file is retrievable. However, I have no personal experience of any applications of this type, so can't offer any recommendations.

Copy and paste
Hi. Try opening the trash bin, finding the file and hitting command C. That should copy, then paste it into whatever place you want. Hope that helps.

OK sounds like I have not been clear enough` the file is also deleted from the trash bin` any idea how to recover the file?
