Recovery mode on new Macbook Pro

Hi everyone,

Just wondering whether it is possible to activate voiceover when entering the recovery partition on newer macs with touch-bar. I'm about to order the new 16" MacBook Pro, and am curious whether accessibility has regressed in this regard since the days of function keys. I'm currently using a late 2013 MacBook pro on which it is perfectly feasible to activate VO in the recovery partition.

not sure why Apple didn't make the usual toggle on Touch Bar Macs for VoiceOver not work in recovery
