Reordering tabs in MacOS Safari

Does anyone know how to reorder tabs in MacOS Safari?

I've tried going to the tab in the tab bar, then hitting VO+Command+accent. VoiceOver tells me "tab cannot be moved". I'm not sure why. Sighted people can move the tabs by dragging them with the mouse. There must be a way to do this accessibly.
