Is safari truly accessible web browser?

Hello ladies and gentlemen! I have been suffering from a few problems related to accessibility in Apple Safari since i own my Mac. First is Safari's bookmarks system, I can add new ones, create bookmarks folders but I'm unable to access bookmarks folders which I have created and sorted by themes earlier. Second and this is my major complaint is shortcut menu which functions normally in all applications except Safari. I mean it never provides a contextual menu for the item on which Voice Over curser is focused. And finally, this issue became apparent recently, although I'm not sure whether it related to accessibility. When I click on the webpage header in the history from the menu bar to view the page i watched previously, Safari downloads another webpage instead. These bugs annoy me, but nevertheless I won't drop indigenous web browser because I'm kinda iCloud and Reading List addicted LOL.
