Syncing ringtones using MacOS Ventura & VoiceOver?

Hi,
I have 5 different ringtones I’m trying to sync to my iPhone.
I found these directions but can’t get them to work with VoiceOver.

How can I do this?

Interesting. which bit isn't working?
The iPhone should be in the table marked "sidebar".

I have this issue and it seems that Apple have purposely prevented people from adding their own ringtones to their phones. Why is it that every time Apple "upgrades" their OS or iOS, we get shafted with one more thing we are not allowed to do?
Is it asking too much to be able to add a ringtone to a contact?
Then WHY can't I do it on my brand new MBP and iPhone 14???
