Using iMac with keyboard

I've been learning to use iMac with voiceover and have always been able to change the rotor using the left and up arrow, however today I cannot. When I press these keys the cursor is just moving through content a letter at a time. Can anyone help please? I know about the web rotor that you get when you press VO+U but this is not what I want to use.
