Using the ruler in Pages 5.x

Does anyone know how to use the ruler, or something similar in Pages 5.x? For example, In Word 2013, I can press TAB. As a result, JAWS will say something like "4.50 inches." When I press TAB again, JAWS says, "7.51 inches." This allows me to right align the page number in the header of a document according to APA 6th guidelines. Is there a way of doing this in Pages?
The huge problem I am having is once the file has been converted to Word, there is no longer a way to have the header/footer split into 3 main sections. Instead, it is a single strip across the top and bottom of the page. How do I deal with this problem?

The problems is pages and word create different headers.
