VoiceOver changes between Ventura and Sequoia

I've just acquired a Silicon Mac running Sequoia 15.3. I've noticed some strange things about quick nav and VoiceOver when using Safari (SNR hasn't manifested ... yet.) For example, when browsing a webpage with quick nav enabled, VoiceOver will, for no reason I currently understand, appear to turn quick nav off, even though toggling the feature reveals that it is, in fact, still on. Bug or feature? Other than that, I'm quite enjoying my new Mac (did you know you can play the iPad version of KODP on a Silicon Mac? Also Six Ages, Ride like the wind.)

Sequoia allows you to type in text field while quicknav is on, it is a toggle so you can switch it off. It might be that you are in a text field. Also I suggest you switch to another browser like Chrome or Brave. Brave has a built-in ad-blocker, so you will enjoy ad-free YouTube.

I pay yt premium anyway. That feature was added in a very buggy state on sonoma and solved somewhere in the final versions of sonoma.

what usually happens is I'll be browsing with quick nav on, moving from left to right with the arrows, and then suddenly it will act as if quick nav is off i.e being able to move character by character with the left and right arrows, line by line with the up and down arrows, etc.At this point the cursor is still on the main web page, not in a text box. It's not a deal breaker, just curious most of the time and annoying occasionally.

I think this might then be related to the 2017 bug about weird behaviour with arrow keys that's still active to this day for those who believe apple still care 100% about accessibility.
