VoiceOver speaking rate

Hi, I have noticed that when voiceOver speaks on another user account on the Mac desktop running OSx MountainLion, it speaks very fast when reading a list or dialog for example, yet the rest of the text will be spoken at the rate I have set this at. How do I change this? Thanks.

go to the voice over utility, then go to speech by hitting cmd numrow 3. then go to the very last option wheer i it says advanced settings or somethign like ti and see if you have your voices set up differently for all the stuff such as dialogues, hits etc. Take care.
