VoiceOver Trackpad Behaviour

Hi AppleVis,
So I was toying with the idea of getting more used to actual mouse and trackpad gestures on MacOS. Some of these are really handy; in fact some pretty basic concepts (E.G. non-contiguous selection) don't even have system-wide, non-VO-dependent keyboard equivalents.
There's just one question I had though, regarding what VO announces when interacting with a pointing device. VO reads what the cursor hovers over fine, but whenever I actually click down on something, and then move the cursor, VO no longer reads what's under it, meaning I get no audible feedback when dragging something. Coming from Windows originally, I find this pretty weird and I was wondering if this was intentional or some weird bug. If it's on purpose, is there a way to change this?
