Can't update or delete Itunes

I am unable to update to ITunes 12.3.1. When the update process gets to about 81 percent, I receive a message that says, "The feature you are trying to use is on a network source that is unavailable". I have tried to unstall ITunes from the control panel, but I get the same message when attempting to uninstall ITunes. Please help me to get this problem solved. Thanks in advance for your help.

Hello,

What version of Windows are you using? Do you have admin rights? Is your PC on a network?

Frustrating Experience

I am very frustrated with the whole update experience. I couldn't even get to the download link this morning. It takes me to the apple website and has a link that says Download iTunes and that does nothing but refresh the page and give me more marketing information as to why iTunes is a must have and your kidney is worth nothing. Do you have a direct download link for it? Check if you have admin rights on your computer. This should be under Control Panel; User accounts
