where can I find an exact copy of the letter the fcc sent all carriers?¬

Hey to all. Since the letter the fcc ant was removed from applevis's site due to a copyright violation, (I would not have thought it as such sine it was probably open) where can I find an exact copy I could have just to keep for myself?
