Creating Folders using Voice Over in iOS 13.2.2

Hello Everyone.
I recently purchased the Voice Dream suite on an iPhone 10 R. I try creating a folder with only those 4 apps using Voice Over and I can't seem to find the option to create a folder. I try dragging 2 apps (Voice Pack and Voice dream reader) and Voice over states activate, add to other folder, drop before/after a folder, or cancel drag. Is this a bug in iOS 13.2.2 or am I doing something wrong?

1. Select two apps using the edit function. So swipe up to edit, double tap, then double tap on the drag option when you swipe up again..
2. . Find the next app and swipe to create folder with x name of app.
