Apple Releases iOS 13.2.3 and iPadOS 13.2.3 with Mail, Messages, and Search Fixes and Background App Performance Improvements

By AppleVis, 18 November, 2019

Member of the AppleVis Editorial Team

Apple has today released iOS 13.2.3 and iPadOS 13.2.3.

According to the release notes, these updates include the following fixes and improvements:

  • Fixes an issue where system search and search within Mail, Files, and Notes might not work
  • Addresses an issue where photos, links, and other attachments might not display in the Messages details view
  • Fixes an issue that could prevent apps from downloading content in the background
  • Resolves issues that may prevent Mail from fetching new messages, and fail to include and quote original message content in Exchange accounts

With these updates coming so soon after the release of iOS 13.2.2 and iPadOS 13.2.2, it is likely that these are minor releases focusing on the above fixes.

However, if you find any fixes, enhancements or regressions for blind and low vision users, do please let us know by posting a comment below.

iOS 13.2.3 and iPadOS 13.2.3 are available via Over-the-Air Update (Settings > General > Software Update) or via Finder on a Mac and iTunes on PC.

Braille screen input seems to be available everywhere on the home screen again.

Hi,
Ever since iOS 13 came out in September, VoiceOver voices have not been restoring automatically after a reset of the iPhone or if a new iPhone is being set up and is restoring data from an iCloud backup. This includes voice presets for all languages, setup by the user and the voice in use before the reset took place.
Is there any way Apple can fix this bug?
Regards,
Gary Hammett

To this point people can send emails about bugs until the chickens come home and apple will not do anything. iOS 13.3 maybe fix problem? Hope? Bella the cat stated she does not think so. Will see.

Things are always getting fixed. And things are always getting adjusted. It takes time for things to get fixed because it’s not as easy as flipping a switch. Sometimes there’s hundreds of lines of code to work through just to find a misplaced character that changes the entire action. Keep hitting them up and keep giving them as much information as possible so they can narrow things down. It’s a numbers game. With every single build with every single feeder with every single change, email, call, and report issues and they will eventually all be fixed. That doesn’t prevent new ones from coming up. And then you got to do the same thing with those.

By Holger Fiallo on Sunday, December 8, 2019 - 10:22

How much all of you pay for your iPhone? I pay $1000 for iPhone XS. No one gave it to me. If a car is not working, you can get it fix. This goes beyond good. How many releases now and VO bugs are not fix. Getting blank about people saying wait and apple is doing something or report them. You can report until all the cats come home and nothing.

By Justin on Sunday, December 8, 2019 - 10:22

Holger, I don't care how much people pay for their devices. I report bugs, are they fixed? maybe... I'll not sit and complain and wine, as a lot of blindies on here/everywhere seem to do. Just move on, please and sease complaining on bugs/issues. The bugs i've seen have seemed to be fixed. Software has bugs, that's a fact. accept it and move on. Just updated to 13.2.3 and have no issues on my end. I've started upgrading thru the computer, as it works better and seems to fix issues that I had in the early days of iOS 13. If you keep reporting issues that you see, they'll eventually get fixed. Look at other companies, they do the same thing.
Rant over, have a great day people!

You may like to be treatexd like a second class citizen but not me. Perhaps you got your phone for free and you like to kiss apple but not me. I expect apple to provide a good product.

By Igna Triay on Sunday, December 8, 2019 - 10:22

First off, who doesn't expect a company to provide a good product... As for beeing treated as second class citizens... holgar, that happens everywhere. Do i like it? Hell no; i hate it. The truth though; is that we are treated as such; if your looking at pointing the finger; it's the fault of... society. Ironicly enough, society encourages this types of social stigmas sadly. The only thing we can do on our end... teach people that there is another way to see blind / disabled people; and to let go of there prejudices. One thing is for sure though. Bitching and wining like some people do here? That's not helping. If you want people to look at you differently, then start doing something to change their views. Granted, you won't succeed with every single person out there; but you will succeed with some; but quit your moaning and bitching of, o, we're treated differently than others, poor me, blah blah blah. Your not helping yourself by doing that. Teach people; that's the only way you will stop beeing looked at differently by some people.. As per why do I said the pittying yourself comment; I was like this at some point. The only thing you can do from your end is teach people; educate them that your no different than anyone else. Some will accept it; others will rather remain asleep and ignorant; that's on them, though

I'm quite happy with iOS 13. I have had no major bugs since 13.1. I appreciate that other people's experience might not have been the same, however I do feel that the tone in this thread is a little overblown. That's just my thoughts though.

By Scott Duck on Sunday, December 8, 2019 - 10:22

Personally, I am very happy with IOS 13, especially sense 13.2 came out. Sure, it has some bugs, like all software, but nothing that I can't work around pretty easily. I would prefer that the bugs weren't there but that's just the nature of software.

By tunmi13 on Sunday, December 8, 2019 - 10:22

If you are buying a smart device, such as a smartphone or tablet, you must realize, it's a piece of technology. It's not like your bicycle, where if it's having some slight issues, you just go to the repair shop, use a few wrenches, and boom, it's all good. When you are using a smart device, you must remember, things don't just get fixed like a bike. There's hundreds and hundreds of code Apple has to sift through to find where exactly the issue is occurring. And some people on this forum, for one reason or another, whine just because a bug isn't yet fixed.
Seriously people, this has gone too far. Not trying to be harsh, but if you really hate it that much, go throw your device in the trash can. Seriously. It's better than whining. Or you could be a good support to Apple and contact them. There, done.

By Justin on Sunday, December 8, 2019 - 10:22

Well said Scott duck and Tunmi. I couldn't agree more!

By David Bouchard on Sunday, December 8, 2019 - 10:22

It is dangerous to discourage people from complaining about Apple's abysmal accessibility failure with iOS 13. Let's be real here. This update overall has been very hard on blind users. It is not unreasonable for anyone to question Apple's prioritization of accessibility given the very serious bugs which have cropped up in this update. One could wonder if Apple is devoting enough resources towards accessibility testing. I myself am still having enormous difficulty writing documents with my Focus Braille display ever since iOS 13, but I digress. You should consider that some people who are affected by these bugs may not feel that filing a report is worth their time and energy, especially if they believe that it will not be acted upon. We need to continue to demand that Apple do a better job of rooting out these accessibility bugs before releases. They should also take more responsibility in describing new VO features and bugs.

By Holger Fiallo on Sunday, December 8, 2019 - 10:22

Great job. Some like to kiss apple and as long they like the taste more power to them.

I don’t think that people are aware that Apple doesn’t actually frequent this website. In truth, they’re generally discouraged from using a website like this as any kind of resource. Because it’s so fragmented. so what’s the point of complaining to other blind people? unless your intention is to ask them to also submit feedback to Apple? Don’t you think you should be sending this feedback directly to Apple? That you don’t want to be treated like a second-class citizen. That you think there are major issues that need to be addressed. It’s really really simple to leave a comment here. It doesn’t cost anything. It’s much more complicated to call and email Apple. It’s much more Time consuming to go on their feedback assistant app or feedback assistant website and leave feedback. Why not do that? You say you want things fixed right? That’s where you do it. Not here. I know that I could definitely use the support in leaving feedback. It would be nice to have more than a few people reporting accessibility issues.

Please stop talking about being grateful or that things suck or that it could be worse or that nothing is being done. I’ve spent years working on and reporting bugs. Literally years of my life trying to figure out what causes accessibility issues, how to reproduce them, submitting multiple reports, and consistently updating them. Very few really help in this thread or many of the other threads that are created on this website.

Luckily, I don’t base my work on anyone being grateful. I do it because I want a better experience as a voiceover user. Sometimes I come on this website because there are a few people who actually describe an accessibility issue pretty well. I use their feedback to help me compose better bug reports. Ones that Apple actually use to improve voiceover and iOS, Mac, etc. And then there are the rest of the people that come on this website. The ones who have nothing to add. The ones who do nothing but complain and have the audacity to think that leaving negative feedback here does anything. again, your negative comments and complaints do nothing. They need to go to Apple directly. But you don’t even have the fortitude to make that kind of effort.

I have taken the time to reply to threads. I have taken time to compose messages on this website. I’m done with that. it serves no purpose other than to contribute to the negativity on here.

From this point on, I’ll simply read some of the more useful comments and disregard the rest. But I will never respond to another message. I will continue my work as I have done. And I’m sure some of the others that are making an effort will do the same. For the rest of the people that frequent this website and don’t contribute in any meaningful way. Good luck.

I've learned to liv
with the bugs. It's part of life. I'm happy with whatI have. And I'm thankful.

By Mlth on Sunday, December 8, 2019 - 10:22

Calling iOS 13 an "abysmal accessibility failure" is a bit much I think. I'm not sure how the situation is on braille though, so perhaps your criticism is warranted in that department. As a non-braille heavy user of iOS, I haven't really experienced anything major since the 13.1 update, and I like the enhancement Apple made to VO customisation.

By Wayne Scott Jr on Sunday, December 8, 2019 - 10:22

I wouldn't discourage people from upgrading to IOS 13. Everyone has their own issues with it. It's your own choice whether you want to upgrade or not. However, I wouldn't discourage people from upgrading. I did it. Yes, I'm having some minor issues, but I'v
learned to liv
them until the next update. I use braille with mine; it's tolerable. It's your choice whether you upgrade or not. If you have bugs, okay! No software, like humans, is perfect. Apple gets around to fixing it when they can. Bugs ar
probably being fixed as will
speak. SQUIT COMPLAINING! And let people decide on their own whether they want to upgrade. I haven't had any major issues since I upgraded. If you have a problem with the company, go to the company. This site is used to inform people, not put people down for the choices they make. I love this site. I find it very useful. And the people on here do a fanqstic job. Everyone goes at their own pace. So, be patient with others who ar
slower. I'm just tired of the complaining every time there's an update. If you don't like what you read in the previews, then don't update. Your choice! Keep up the great work, AppleVis and Apple.

By David Bouchard on Sunday, December 8, 2019 - 10:22

Well, as a Braille user, I have experienced extreme sluggishness after a couple of minutes typing in Braille, forcing me to restart my Focus 40 Blue 5th Generation, and either lock and unlock my phone, or restart VO using triple click home commands. This is not OK when I need to take notes. I hope that this new update will improve this functionality.

That's one of the bugs I have also experienced. It's extremely frustrating, but what can I do until they fix it? Just keep plugging away. Sometimes I have to turn luetooth off and then back on. I even hadwith my hearing aids. But, until they fix it, I'll just have to put up with it.

By J.P. on Sunday, December 8, 2019 - 10:22

I came across this article from a reputable blog and blogger. Seems that Apple is well aware of the clusterf*ck release known as 13. Even if they don’t acknowledge publicly.
They are already implementing new developing processes behind the scenes. Some of the things highlighted will certainly help. I’ll be cautiously optimistic. https://www.macrumors.com/2019/11/21/apple-software-development-changes-report/

By Phen Varghese on Sunday, December 8, 2019 - 10:22

The mail app is draining the battery and phone is becoming hot hope it would be fixed in the next update

By Igna Triay on Sunday, December 8, 2019 - 10:22

Just a thought, but if the update is being a pain in the butt with external braille devices, as far as taking notes goes one could always use braille screen input for typing. I know its not the best solution but just a thought.

By Holger Fiallo on Sunday, December 8, 2019 - 10:22

I never use Braille so I do not give comments but that one was wrong.

By David Bouchard on Sunday, December 8, 2019 - 10:22

That's definitely a good point. Unfortunately, it is not ideal for me when taking notes in meetings where I am trying to listen to the meeting. if I were not such a heavy Braille user, this might be easier, as I would be better conditioned to do that.

By roman on Sunday, December 8, 2019 - 10:22

Yeah I understand that people faced a lot of bugs on there ends. But I rarelly experienced problems on my iPhone Xr. Bee pation people. everything is going to be alright.

I wander if you purchase a itom and it is not working well, would you be happy with it? No. Specially when you pay $1000. Lucky you that you are not dealing with bugs. Will see what happen in one or 2 weeks when iOS 13.3 comes. Hope they fix the issues.

By brandon armstrong on Sunday, December 8, 2019 - 10:22

I don't understand this mentality of i don't have bugs, it seems to be an argument that has ever sense iOS 13 has been released to be running rampid. first it was i don't have any bugs with voiceover, and saying that all of us who did should be greatful to apple, now it's just i don't have any bugs? come on. this argument is getting rather old.

By charles on Sunday, December 8, 2019 - 10:22

Holger is a known whiner who does not care about logical constructive criticism. I hope that he compares 13.0 to what we currently have. If he does this, his complaints are invalid and totally unjustified. I want a product to work when I buy it. The same is true for firmware. However, given the complexity of such firmware as an operating system, I am willing to give a chance for improvement. Don't complain here, where it does no good. Become a beta tester and give accurate feedback as development progresses. Without it, Apple can do nothing. Above all, do! not! expect! absolute! perfection! from day 1! You will not get it. A perfect example of this is Microsoft.

By charles on Sunday, December 8, 2019 - 10:22

Holger will not accep constructive criticism. He is a known complainer who used no logic. With something as complex as an operating system, there are bound to be bugs. For anyone who feels as Holger does, go ahead and compare 13.0 with what we currently can download and install, and you will see that your complaints are totally unjustified. While I do expec a device to work when it is updated, I am willing to be patient while the bugs are worked out based on feedback from beta testers. The more beta testers there are, and the more accurate the feedback received from them, the better the result will be. Based on Holger's complaints to a forum where they will do no good toward repair, I hope that he is not a beta tester. He is only negative and expects perfection immediately. We have to be realistic. We will not get it. Be patient, put your feedback where it belongs and in an understandable format, and results may improve over time.

At lease I do not do so. I do not think apple is great than ... I use apple iPhone since 4 and longer that. Find a job with them and kiss them all the time. For what I pay I expect the iOS to work well. If you are happy with them, more power to you.

By Kitkat on Sunday, December 8, 2019 - 10:22

First, while it is definitely appropriate to let Apple know about bugs, this is definitely an acceptable place to share problems and to ask that Apple resolve the problem. Applebee’s team members can pass the information onto Apple. I would never shoot down anyone who’s trying to get help and is making a reasonable request.

Now, I want to pose a question. As the updates have come out, have all of the issues related to braille displays and braille note taker is been resolved? If there are still issues, could someone share those.? Thanks, and everyone have a good weekend.
